Goa has launched its first digital land survey in over 50 years, marking a major step toward modernising land records and improving transparency in property ownership. The initiative, which follows the last survey conducted in 1972, will initially cover urban areas such as Panaji, Margao, and Cuncolim.
The survey will use advanced geospatial technology to accurately map land parcels, replacing outdated manual systems. A key objective is to create and issue urban property cards, which will clearly define ownership, boundaries, and rights for each property. This is expected to significantly reduce disputes and ambiguities related to land ownership.
Public participation is a central feature of the process. Landowners, residents, and stakeholders—including NRIs—will be invited to submit property details before the survey begins. After data collection, draft property records will be published for public review, allowing objections or corrections before finalisation.
This structured and transparent approach is designed to ensure accuracy and build trust in the system. Once completed, the updated records will provide clear legal documentation, benefiting property owners, buyers, and developers alike.
